    It just appears that he is taking a look around, also fondly referred to as "periscoping".
    If he remains staring straight up into the air, or in the pictured position for extended peiods of time, then that would be something to worry about. If he is just taking a look around, surveying his surroundings perhaps for potential prey, there lies no concern.
