OK, I received a response from the manufacturer in less than 2 hours

The below quote is the response I received from ProProducts (Provent-A-Mite)

"Once it has completely dried for approximately 4 hours, it covalently bonds to the surface, can't be washed or wiped off and will remain effective for a period of at least 30 days. For prevention, we recommend lightly spraying a cloth and on the outside of the cage, wipe around any opening (door or vents, around the rim of a sweaterbox or aquarium). Just wiping a couple of inches around any opening will create a barrier that mites and ticks have to cross (and die). This uses much less product and does not require any drying time when applied to the outside of a cage by this wipe method. This is the method most breeders use to provide protection and remain very cost effective. Please let us know if you need any additional information. "
