    Is she allowed to change the angle of the paper?

    It seems "Why shouldn't private citizens be allowed to own, breed, and sell exotic animals?" is a better a question.

    Then field the common objections such as "But, it could escape and eat my child!", "But, lots of people are scared of them.". etc.

    I would say the strongest argument for why private citizens should be able to own, breed, and sell exotic animals is because it infringes upon no one's liberty or rights.
