I don't think that is an unreasonable price for a decent sized animal shipped overseas.
Shipping state-to-state and shipping overseas are two totally different things, and overseas shipping is way more involved and more expensive.
Judging from the pictures, I'd say that is a standard small rat he's eating, so I'd estimate his weight around 900-1100 grams, which is a good sized animal. I've seen a few adult spiders at recent reptile shows for around $250-300, so add the cost of the export paperwork, the health certificate and actual shipping, and $400 is about right.
If this is an animal you've been looking for, and you have the funds, I say get him.
