So long as your tubs were snug in the opening, I wouldn't worry too much about that little bit hanging over, as I can't imagine a snake would have sufficient body-weight to tip the tub out with that little of an amount hanging over.

You could always add some weight to that end of the tub and then put it on the shelf to make sure it wouldn't tip if off. Not to get WAAAAAAAAAY technical on you, but you're basically looking at a lever and fulcrum. The tub is the "lever", and the edge of the shelf would be the "fulcrum", or pivot point so to speak, like a teeter totter. With the amount of tub you'd have sitting on the shelf, with that minimal amount of overhang (3/4 inch), your tipping point would be nearly impossible to achieve without actively trying to tip the tub off and then with the other shelves above the tubs, that would make it even harder for the tub to be dislodged. Hope that helps and makes sense, lol! Good luck!
That is what I was thinking too, but hubby wanted me to ask around. Also there was a tub I was looking at that was 13 3/4 and my measurement was from the inside so 13 inches is a good size.
