What are these wrinkles on my BP?

I have noticed that my BP has wrinkles on his "neck" He hasn't eaten well in the past few months, but the past few weeks he has been eating well. He has a water bowl and a damp hide in his enclosure at all times. i also have a humidifier in the room. I soaked him a few times to see is maybe he could possibly be dehyrated but is has not changed the wrinkles. When his head is stretched out there is one fold of skin that runs parrallell to his sides.

Here are pics - he would not stretch his head out so all the pics are of the "wrinkles"

Oh and he just shed. thanks for any input!
