No one knows for sure, there are a lot of theories I've read about, from perch sizes to genetics to neos being housed together before their first shed and "piling up" on top of each other. Some say they can grow out of it and if a breeder has one they will still produce normal offspring. Its basically a cosmetic thing but it affects their value.
