I mean the tub around the seal be sorta air tight. not the entire container. I will have a hose running from it to another container with water in it.

You are over engineering this a bit. You may leak a little CO2 but you will easily have enough to kill a few rodents. If you want to go crazy then sure an air tight container with a one way valve (pipe in water works fine) is ideal, but I really don't see the need. If you are trying to use baking soda and vinegar to generate CO2 then sure, you need to have an efficient system, but with a CO2 canister its not necessary.
