I own economy line racks, the key is to have a snake room that is heated at 78 degrees if you want to use those racks otherwise you need to get the regular enclosed ones.

My snake room goes from 78 during the winter (with heater) to 86 during the summer (without any heat source) therefore they work for me.

As for hatchling I HIGHLY recommend 6 quarts, very important to have tight setup with young animal that you get started.
