This guy has had too many chances already. You told him you'd report him, and he's still neglecting the animal. "I can't afford it" is not an excuse--if you can't afford it, then you give the animal up immediately.

Call animal control in. The faster this snake gets treatment, the better chance it has of surviving. If it does not already have septicemia, it can survive this. The longer it waits, the greater the chance the snake will become septic.
