Hey there, It doesn't necessarily mean its bad because he can feel cold to the touch if your hands are warm. As long as the temps are right he is fine. He can choose whether to be cold or hot. Most people use 2 hides that are the same (or have identical in size) So the snake isn't choosing comfort over the heat they need to survive.
