If those bins are like the ones I got from Lowe's (also 99 cents) then you might think about putting a rubber band/bungee cord/belt/etc. around it so the snake can't push it up. They have a latch on each end but a ball python can pop it up. I've never handled a blood, but I'm guessing they're probably as strong as balls.
