all depends on if it has shed lately cuz it might be getting ready to shed and trying to get moist so it's easier to shed

You should address why s/hes in the water to begin with. Some common reasons are that it may have mites, it may be too hot in the enclosure, that the hide isn't snug enough and they are seeking comfort in the dish, or that there isn't enough humidity in the enclosure.
After you rule everything out, take the snake to the vet and make sure there is nothing medically wrong with her/him.
Sometimes they just do it, we don't really know why but it's really not normal and they CAN get scale rot from being too moist all the time.

the snake looks like it is bloated.
It looks like it swalloed something huge.

I am going to take a guess here, and say that a 60watt heat source is not enough for my 10gallon tank.

It is almost like the snake has gas inside of it.
The 60watt bulbs would not heat the tank well enough.
I checked the temp, it was at 75F at the bottom, now with the 100w it is around 86F.
Will the snake puke it up, or will it die?
Herp vets cost around 120$ just to look at the snake.

You are talking about a Blood Python right?
EVen a straight 80 degrees without a hot spot should be fine, but a hotspot no higher than 86 CAN be provided.
Them soaking is entirely normal once you can rule out too high of temps, mites, or too large of a meal, and a couple other things.
You said its bloated? When did you feed it last and what did you feed it?
