I'd say that if your paper towels are damp, you should ditch the heat emitters and go for a uth, because the dampness will get to them. You don't want scale rot or an RI. Dry substrate is best.
I'd recommend moss in the humid hide instead of cypress, and it should never be wet. You could also try putting a damp sponge in the humid hide. Remember, if you pick up the moss/sponge there should be no water that will drip from it. It should be damp but not wet.
When you get the cypress in the rest of the enclosure (or any loose substrate for that matter), I highly suggest that you be careful when feeding them (if you feed in the tank) because you don't want them to ingest any of the substrate.
Also, I'd say that maybe you should put a normal hide or two in there as well, because then that way if they want to be dry but hidden they can do that. Otherwise they'll be forced to be in a humid environment just to feel safe. (Scale rot and RI's = really bad)
