I'd also say that looks like a prolapsed hemipene. I really would take it to a vet and definately keep it moist until then and try the sugar soaks again to see if you can reduce the swelling enough for it to go back in.

On the plus side he looks like a nice pastel to me.

The sibling is a normal as you said but I agree he has a nice pattern.
