I just shipped out a package yesterday, 9/8/10 and UPS took the package without a question. I was actually surprised when I handed the UPS employee the package and all she said was thank you. I was ready to hand over the waiver but did not need it.
That is exactly how my shipment went. Smooth, no questions asked.
