    That is a prolapse--definitely not hemipenes. Prolapses are serious and require immediate medical attention if they do not remedy themselves within 24 hours time. As mentioned, keep him on moist paper towels overnight until you can get him to the vet. You can mix some sugar with warm water to make a paste and apply that to the prolapsed area--that can sometimes help to shrink the prolapsed tissue, allowing it to go back into place.
