I take it you are overseas?
I am not familiar with the thermo Control Pro but if it is anything like any other thermostat then its fairly simple to setup. In your case, since you are putting the UTH inside the tank and covering it, its going to be a little more complicated. The probe for the thermostat needs to be placed directly on the heat mat and should not be able to come in contact with the reptile. The best way to do that would to be to route out a little groove where the probe and wire could sit under the heat mat, but I don't know if that is an option for you.
The daylight bulb is really unnecessary. Ball pythons don't need supplemental lighting. If you want it for just lighting so you can see the tank, go for it. But ball pythons will spend all day hiding, so you will basically be lighting a pretty tank with nothing in it XD.
As long as your house temp is above 75*F normally you won't need the heat lamps.
You will also need something to monitor temps and humidity. You will want a digital thermometer with a probe to measure the hot spot (over the heat mat) and a digital thermometer to measure the cool side and a digital hygrometer. Note how important digital is
