    I would boil some water or used distilled and soak him and the egg remnants in it (tepid temperature) to try to soften things up(this should only take minutes under your supervision only). If your at day 66 and incubating im assuming atleast or around a moderate ~85 degrees most of the yolk should be absorbed and he may just be absorbing the last of the umbilicus. at that point you can keep him on papertowel until it drys up and falls off. Not knowing all the details this is what I advise but get some other opinions.
