Happens all the time with my male. I pick him up and he does that out of excitement half the time. He even gets excited when I put him back in his cage or when I mist his cage. It's quite common for my guy to do this once or twice a day..... males
They will do this behavior whenever they evert their penes, whether from excitement or after breeding.
