always when doing injections you do 2 weeks on 2 weeks off. Thier bodies cant handle meds non stop till they heal.

May need to try a new series with either more baytril if its working or Fortaz.

Also be sure your temps are up higher than normal to help kick in the immune system and their digestion of the meds
