How high is the 150w bulb above the basking spot? In 18" tall aquariums I was using 100w spot bulbs to hit around 93ish. This was with a 'normal' ambient room temp (74-78).
Just realized your lower temp is right on, so if you lower the wattage of the bulb you should do something to raise your cool side temp (UTH w/thermostat).
