I have never heard them referred to as both stripped and banded, but I guess it could be, maybe someone else can give a more definitive answer..

My first thought was that your friend actually landed an albino checkered garter. ha ha Then the head confirmed kingsnake in my eyes.
Though the pattern didn't look to me like it was entirely either pattern variation. So I did a search. It looks like there is an albino banded and striped California kingsnake.

Robin he is probably 3.5-4 ft long, and I am not sure how old he is. And no I dont have any full body shots of him, but I may do a photo shoot with him soon, and when I do I will get some, and post for you...

Niether, and either or.....if that makes sense. lol. It's known as an abberant pattern and some call it a banana morph. They are created by breeding banded and striped adults together. You can get banded, striped, and abberant patterns from one clutch.
