I'm going to assume he had no choice in moving here. 15 years old, moved here a few years ago?
Personally if I wasn't an American, but I was here over the 4th anyways, I'd want to take a part in the festivities. Not for any value about perceived meaning behind it, but because it's fun to get a bunch of people together, grill some food, eat chips and salsa, swim in someone's backyard pool, and shoot off some fireworks.
