what is the highest temp you should alow on top of the uth under the substrate. what is safe.

Well, you want the top of the substrate to be around 90 degrees. So the thickness of the substrate will have an affect on that temp.

i will be using either coco husk or cypress bark and a thermostat

Ok, you want the hot spot to be like 90-92. Now this temp should be at the bottom. So if you're using a glass tank, set the probe on the glass and the same if you're using a tub. You don't want that any higher, cause the snake can move the substrate and lay on the bare bottom.
