Here's the one's I can answer for you:

I always try to maintain at warm side temp between 91-93F.
Since the cool side temp is normally the same as the ambient cage temp, try to keep it around 8- 10 degrees cooler than the hot side hide temp to allow a good temp gradient for thermoregulation.
Yes it can. Bacteria can grow in substrate that is too wet and cause infection. Kind of the same thing as trench foot in humans.

The waste from one mouse will not be as big as the mouse originally because they utilize the majority of it for nutrients. The one time that it did was probably about 3-4 weeks of feces being passed at once. The normal cycle for mine run about 3 in, 1 out. Sometimes they will hold on to it for weeks and then leave you a Poozilla to contend with.
Ball Pythons are nocturnal. They do not need much UVB other than what they get from ambient light. It depends on whether or not you can maintain that temp in the warm side hide. You may have to dust the thickness or type of substrate to achieve this. Sometimes keeping the ambient room temp around 78-80F will help the UTH run hotter because not so much heat is dissipated into the colder ambient air. You also may need to get a UTH that runs at a higher wattage. Most UTH's have their watt rating on the outside of the box...
If your snake is young, you can feed every 5-7 days. This is when then snake is growing fast and using most of the nutrients. Prey should be no bigger than the biggest part of your snake, or 10%-15% of their body weight. If your snake will eat rats, then great. A snake that will eat both is even better, especially if the pet store is out of the size you need.
