I'm not too sure, but normally when the temps are higher than what they should be it will cause your snake to overheat and if it's too hot then your snake can suffer from severe burns or death from overheating.

If it's extremely cold in whatever room he's in then that should do it. But preferably we tend to keep our ambient temp above 75F at night and during the day so no respiratory infections will develope because that's what happens when temps are far too cold. Probably temps of 100F+ could kill the snake. I had my UTHs get 124F (10-20g UTHs) and 112F when I came home from school one day. I'm so glad nothing happened to the snakes.

I keep mine in the 89F-93F range. I would try to keep it in the 90s, like 90F, 91F, and 92F.
is it ok to have an over all cage temp 80 to 85?
If you are talking ambient temp-yes. Ambient should be above 80F but not more than 85F.
if the substrate is really moist will this cause the scale rot?

If it's dripping wet or too moist then it can cause scale rot. I lightly mist my tubs when needed, not too much to make the substrate damp. I use Aspen so I really do have to be careful. Just mist with warm water, couple sprays should do it.
should his droppings be the same size as the mouse i fed him?< 1 time it was. this last time it was very small and then he poopd lookd like fecal matter not a rotten mouse < hard to explain
I know what you are trying to explain, and no the feces does not have to be the same size of the rodent you fed them. I feed my largest normal female medium rats and she doesn't defecate as large as the rat was.
will to much use of a uvb kill/harm my snake if they are black lights?
No, but it really is not needed. If you would like to view your snake at night then you can get a black light, I don't see any harm in doing so. But IMO there is really no reason to view a snake at night if you're gonna go to bed anyways.

lol he just devoured a mouse.. just put it in 3 mins ago started writing this.. turned around and all i see is a tail in his mouth... fed him 2 days early.. seems im not feeding him enough going to feed twice a week this a good idea? they are adult mice.. and imo he probs could take a small rat
I would suggest feeding the snake a rodent about the same size as the middle part of the snake's body. For babies I would believe feeding them every 5 days is necessary, some people even feed theirs every 3 days but to me that seems a bit much. Normally if you have a good eater they will take whatever is given until they burst, so no need to be feeding him two days after he already ate. I just feed my snakes every 7 days, easier schedule.
atm he feels really scaley.. on his belly they catch clothes now.. is this normal? when i bought him he was smooth all over and could glide over my shirt now he gets stuck alot..
Sometimes this will happen when the snake is about to shed. Does the belly have a pink tint to it, are the eyes turning a cloudy/milky blue or gray color, is the skin looking more dull, and is his skin seem a bit more wrinkley? My guess is he could be going into shed, so watch for those signs and he should be out of shed within a week or so.

Pythons can do some weird stuff with their bodies because of how muscular they are, so I think it's pretty normal.
I used to have tons of questions like these as well, so that is why I answered yours. Sometimes people would never really answer to my posts, so I would just be like "Oh.. alright.." LOL.
And you do know to not handle your snake after it has eaten, right? Just making sure of this because they will regurgitate (throw up) their meal if you handle them after they eat. I normally wait 48 hours after they ate to handle them again.
