A bad enough fever will give you a body temp of 100+ F, so no it doesnt feel hot to the touch, since our bodies are already around 93. Now if look at it from the celcious poing of view, 100+ C is water boiling point, 0 C is water freezing point.

I still dont understand why the USA and other english speaking powers still not switch over to Metric and Celcious system, since they are much easier to use. But I guess habits are realy hard to change.
