I agree this news is more on the good end of the scale than the bad. It at least gives a chance for proper scientific input as well as the consideration of economic data.
The passing of S373/HR2811 would have totally bypassed that.
Another good factor here is that even if "the worst" happens and these 9 species are included in the Lacey act this way instead of through the passage of S373/HR2811, at least it doesn't set the precedent that it is ok to bypass the proper process.
