C'mon people! Think a bill like this wouldn't ever pass the Senate or House? Have you heard of a Rider? People in the insurance company use Riders, too. They are bills (or extra fees, for insurance) politicians don't think would pass on their own that are attached to other bills that will almost certainly pass. This is how they can get their pet projects passed even if they know projects wouldn't pass on their own!
Think this doesn't happen? I'm from Indiana. Several years ago, the government wanted to waste a ton of money on a new stadium for the Colts when the state really couldn't support such spending. The proponents of the new stadium knew it wouldn't pass on its own, so they attached it as a Rider to another bill that had no difficulty passing! So despite that few wanted to spend the money on a new stadium, it got through anyway. So yes, this is a very real possibility!!!!!
