I completely agree, how is long hair supposed to distract the other students. If the kid had like, a bright green mohawk or something, I could see that being distracting, and I would understand if they said that long hair distracted him (although that's really not their problem), but they can't regulate that, especially if only boys must have short hair, thats just stupid.

On the subject of ADD/ADHD, it is definitely a bona fide disorder, but is insanely overdiagnosed and misunderstood. Interesting ancedote to that effect: I attended a gifted program in high school with a 5:1 boy girl ratio. Why was this? Because in order to get a gifted designation, you needed to be tested, which was only done if the parents or teacher requested it, most of the people in the program were boys who had been tested for an ADD diagnosis so the teacher could medicate them, but they were found to be gifted and acting up because they were bored. ADD is not the same as messing around because your bored, the child actually has to be UNABLE to concentrate even if they want to, rather than just not wanting to concentrate on the material at hand.
