My personal opinion that it's intention was to grab the genus Python but the language tried to use the plural of genus "genera" to refer to the multiple (plural) species in the genus. In other words, it was a gaff.
There's no doubt that the HSUS testified that they are seeking the addition of 46 species of constrictors to the Lacey Act, but I have yet to hear anyone in Washington DC speak about anything other than the 9 from the USGS report. As the Nature Conservancy testified last week "the science doesn't support any species other than the 9".
Does that mean the 46 or 40 couldn't be added? No. Does that mean that it's likely? Even more difficult to say for sure. But, as far as what's being talked about openly among all parties, it's just the nine.
I certainly don't want to be the guy that says all 40 are 100% safe and have it blow up in my face, so I won't. But, I think that letting people know that the focus is definitely on just the nine from the USGS report is important.
