I think the UFC could do with some tiered fighting. That's the whole point, to have a bunch of fighters of various degrees of ability, and you fight to prove where you belong. Win and you move up, lose and you move down, win enough and you get a shot at the title.
Dana has set up the UFC and the people he signed be composed solely of fighters capable of having a shot at the title, with an extremely limited tier from new fighters to the champ. This is why we see people getting title shots, deserved or not, after just a handful of fights in the Octagon.
I understand that Dana wanted to move away a little bit from old habits.. he himself talks about how back in the day he gave Tito Ortiz the easy fights and Chuck Liddell the hard fights, and thought that was a little unfair. However, I think there is certainly room in the UFC for a range of fighting abilities.
