yes you can pop them at that age. there really is no age limit. most people don't pop adults ( not that 3-4 months is an adult) strictly because it is harder to do. as they get older they have better control of their sex organs. i have never heard of any problems over popping an adult if done correctly.
if your gonna learn how to pop learn on a KNOWN MALE. And yes if you know what your doing you can pop at any age, but its harder as adults have more control over their body and can refuse for them to pop out.

seems fairly easy i saw a video and the man like popped 3ball pythons in a minute
