Okay...so
My mother is CONVINCED that putting a frozen rat in the toaster oven will successfully thaw it without cooking it if the oven is at the lowest setting. I know that this will NOT work, but she will not stop trying to convince me until I ask you guys.

I would not personally do it. I just take mine out from the freezer the night before and put it in the fridge. By the next day it is thawed out but cool from the fridge. I then put it in hot water to warm it up. 99% of the time I feed live though. It has been said that you can deforst them in the oven I have read as long as you are careful not to cook it or make it too hot BUT it is also said your kitchen will smell funky for awhile and I would imagine so. LOL its a TOASTER OVEN. it cooks food. i love toaster ovens, i cook a lot of food in them. I'd never defrost anything in them, or put a rat in them.
I can't even think of a setting that would be remotely acceptible for a rodent..
broil - cook from above
toast - both heating elements on, cooking
any type of food (some have settings for hotdogs, or chicken or something) - cooking the food
I don't even know why someone would use an oven either. Have you ever smelled singed hair? its one of the worst smells 
I feed all my snakes F/T. I take the rodents out of the freezer, put them in an extra bin in their rack and leave them for 4-5 hours. After that they are defrosted. I use a hair dryer to warm mine up and serve. No ovens, no toaster ovens, lol. Just good old defrosted rodents.

nope, many people do that for their snakes just be careful the water isn't boiling hot--you don't want to cook the rodent, just warm it up.

I think I'll pass on thawing rodents out in the toaster oven.

thaw it in warm water then once thawed give it a quick heat up in hot. If you thaw it in hot the outside skin becomes weakened and the rodent often explodes when squeezed and/or falls apart/ Really smelly and messy.

Why wouldn't you just fridge thaw and warm up-- toaster oven? GROSS! You'd have rodent brulee and ur snakes would probably be weirded out by the burnt smell and not eat it anyway...
I'm another NO on that front...
