The other poll is public....but this one is not. I checked the edit feature, and apparently, switching it to public is not one of the editing options. Sorry!

IF a poll is public...you can view who voted without having to actually vote in the poll. There's a link at the bottom of the poll window that says, "View Results"....if you click on that, and if the poll is public...it will show the names of who voted right underneath the colored bar for each option.
