I would not worry about it. I have had two hatchling ball pythons and they both had bad first sheds. Although someone with more knowledge than me will speak up but it is my understanding that baby ball pythons are infamous for having a first bad shed.
I personally use a carpet (outdoor carpet from Lowe's) for substrate. Because I keep mine in a tank I purchased a piece of plexi glass to cover about two thirds of the top of the enclosure (over water bowl). I have had solid sheds every since.
I would not worry about the bad shed. Soak him/her in lukewarm water for 30-60 minutes. Take him/her out and let him crawl through the warm/wet wash cloth and the shed should come right off.
