It might help to get some more pictures but it definately does look as though they still have stuck shed on their heads.

Have you read through the bad shed sticky? The info in there should answer most of the questions.

The head can be trickier because they do not generally like people touching it - might be a better idea to put them in a damp pillow case to see if they start it coming off themselves while trying to escape.

If you decide to try that remember to test you can push air out through the damp pillowcase ( cheap low threadcount pillowcases work best ) and turn it inside out so there are no rough seams.

And, similar to the soaking procedure, you do not want the water any hotter thn 86F as a rough guide.
