Well I am very paranoid and personally wouldn't use them just because there's that slim chance they can get into it and suffocate, or burst their way through and get out anyway.
I would probably use plexiglass, plasic, construction paper/foam board or thin sheets of wood/malemine to cover the holes properly.

I would never use tape so close to my snakes. Can you set it up so your tubs have lids on them? if the next shelf sits snugly on that it would be pretty secure.

I would use a piece of card board..... just cut it to size and drop it into place from the backside then punch holes in it and wire tie it to the plastic shelf.

What if the snake strikes or yawns and gets it's teeth stuck in the plastic bag? What about the heat from the heat tape above? I personally would not use plastic bags and tape. Never say the snake is to big to get out. I saw one episode on Animal Planet where this pretty big Reticulated Python squeezed into a crack and the guy could not get his arm into.
What about the plastic sheets used in drop ceilings to cover the lights? They are corrugated pretty thin and can with stand some heat. You could also install it with hot glue.

the problem with the cardboard is that it would get really soggy and fall apart from humidity

They do sell really cheap 4ft x 8ft pieces of thin plywood. Treat it and use that, it would be totally safe and wouldn't get warped/moldy or swell in high humidity situations. I use some of this for my snake I built and works well and keeps heat in. And depending on the size of the shelf might only need to buy one sheet for the whole rack. I believe they are less than 10 bucks! Is spending 10 bucks gonna break you?? I doubt it. And will also ensure the health and safety of your snakes.
