No, the only woods that can be toxic are pine and cedar. Pine boards are alright IF they've been well dried so the oils are not present.

As for sealing, water-based polyurethane or (what I use) Rust Olium Latex-based paints work just fine. The latex base only needs one or two coats, but the poly needs several.
