I went and looked and they have quotas and everything. But I thought that CITES dealt with mainly endangered species and those that were close to being endangered.

Not necessarily, While the acronym stands for Convention on International Trade in Endangered Species. The convention was put in place to assure that the international trade in these animals does NOT threaten their survival. That's why there are quotas on how many animals can be harvested. If there were an unlimited number of animals that could be harvested from the wild, they may very well become endangered. Setting quotas makes this less likely to happen.
I believe that ALL pythons are considered at least CITES II animals and some species are considered CITES I animals. (I think CITES I animals ARE endangered, and CITES II animals are considered economically valuable enough that they COULD become endangered with unlimiting harvesting)

I think trade as pets is only a small % compared to the amount being eaten in asia?? I dont know, Im just asuming
