Firstly, grab that stick on thermometer and throw it away, petstores love to sell them but they are incredibly inaccurate. Just hit up walmart and grab a acurite for $10-15, it will tell you temp and humidity accurately.
also a under tank heating element with either a thermostat or a dimmer will help a ton, those lights will kill your humidity.
