Put him on paper towels to monitor this better.
Chances are, you have mites. And need to get Prevent-A-Mite or PAM and use it on the enclosure as directed. It should kill the bugs if they're mites or not.
I would also advise changing substrate types or brands, or permanently switching to newspaper or paper towels.
