Not necessarily. I'm tattooed, pierced, AND currently unemployed - but I still have money to spend. Since I don't fall into the 15-19 age group (I'm 32) and not unemployed by choice, there is such a thing as savings... among other things.
Anyway, back to the subject at hand - I don't mind the skull, even I'm not usually a fan of them. He's kind of cute, especially with the blush!
