Use Rust-Olium indoor/outdoor LATEX based paint. Very water resistant and looks really nice. Also, one coat is sufficient.Cures in 24hrs as well.
That's the stuff I use on racks and cages alike and it's great! And yes, plywood is quite safe, you just want to make it water resistant or it warps something awful.
