Why not just give him/her a bigger water bowl?

Move the water under/over the heat source?

Foil/tape up 3/4 of your tank lid?

I wouldn't move the water source under the heat source, and not directly over. Put it like half & half. Reason being is would you prefer hot water or cool water to drink and soak in?
