BPs need the heating, and the thermostat that must go with it, all year round because they need steady temps. Underground, temperatures remain fairly constant...and that's what they need.
Corns are a little more forgiving with fluctuations, but would not tolerate too wide of a range. Heating and heat control are used to give the snakes the safe range that keeps them healthy without having to worry about natural spikes, drops, or other wild changes affecting them.
With a good thermostat, the heating hardly comes on during the summer anyway...but you still need to have it there.
