Shipping frozen rodents will ALWAYS be extremely expensive. Mine came in a box with dry ice and fiberglass insulation. The reason is that if they melt even a little, they aren't fresh anymore and can't be used.
I ordered from Big Cheese Rodents and had a very good experience, very clean mice/rats which were vacuum sealed and completely frozen upon delivery.
You should do the math and figure out how many mice you will use before ~6 months, which is how long a rodent can typically stay fresh while frozen (that's the rule of thumb, anyway). The vacuum packed bags will keep longer while still unopened. Then find out the minimum quantities you can order of the size you need. For example, Big Cheese sells adult mice in packs of 25.
Then, contact whomever you want to get rodents from, and find out how much your order would cost with shipping. Divide your order's cost by the number of rodents to get the price per rodent. Then you compare that to whatever you are paying buying from pet stores... That is how you know if it's worth it.
