Picked up this sweetheart who needed to be re-homed, it is unsexed at the moment, 5 years old, and weighs 2239g & a little over 4.5ft

I noticed the wrinkly/loose skin near the base of the tail...my snake has this too although he is just a baby. Is this a sign of anything?

wrinkled skin is usually a sign of dehydration.

Yes, wrinkled skin can be a sign of dehydration. Dimpled scales (not quite the same thing but could look similar) are a sign of extremely high humidity levels, although this isn't so common in BPs as they are a bit more tolerant of humidity than some other snakes.
