Marshall is the main breeder of ferrets, and they do tattoo the ear to note that it has been spayed/neutered and de-scented. We have 2 and they both have them also. (our male actually looks a lot like your new lil guy...)

Is this normal after getting rabies and distemper shots?

I am going to get him out in a minute and see how he acts.

It sounds like it is caused by the vaccines. It tends to lower their immune system a little bit when they are vaccinated, so they do tend to get a little bit sleepy and just want to lay around. Another thing to note is that he got his distemper and rabies on the same day. Some ferrets can handle them fine, but my ferret vet recommends splitting them up to make it easier on their little systems. He should be fine in the next day or so, if not, call your vet and let them know what is happening. Maybe next time you talk to or visit the vet, have them make a note in his record that he is sensitive so they split them up next year and that should fix the problem.
